Effective January 1, 2018, Kaiser Permanente plans have both rate and benefit parity, regardless of where the group is written. Both CaliforniaChoice and Covered California for Small Business allow employers to offer Kaiser Permanente plans, either as a sole option or alongside multiple carrier HMO and PPO plans; without the need to meet any single carrier participation requirements.
