Underwriting Updates Effective 7/1/2019:

  • Relaxed DE9-c Requirement
    • No DE9-c required for groups with 6 or more enrolling with prior employer group coverage (see exceptions below)
    • No prior carrier bill required at this time
    • DE9-c must be provided for:
      • Groups with 1-5 enrolled employees
      • Groups with 6-100 enrolled employees with the following:
        • No current employer group health coverage
        • More than 10% of employees located outside of California
        • More than 20% COBRA/CalCOBRA enrollees
        • Associated, Affiliated, Multiple Companies
  • Participation Guidelines:
    • 60% when Aetna is the sole carrier
    • 25% (or a minimum of 5 enrolled, whichever is greater) when Aetna is offered alongside another carrier’s HMO.
    • Individual coverage on and off the exchange is now a valid waiver
